           security, prevents people from being displaced from
           their homes, and at the same time protects the rights
           of  landlords.  However,  the  new  law  will  create  the
           problem of the absence of the most basic indicators
           of  social  security,  namely  the  possibility  of  citizens
           not having housing, and the state's failure to provide
           appropriate social protection for tenants. It will also
           place  landlords  in  a  stronger  position  than  tenants,
           which is inconsistent with achieving justice for both
           parties. I expect that once the law is officially issued,
           major problems will arise from citizens' feelings of
